The flag is characterized by its solid yellow field, a color symbolically linked to the Manchu people and the former Qing dynasty. Its design features black calligraphic inscriptions and a central emblem. The vertical text on the hoist (left) side reads "東北總督察" (Dōngběi Zǒngdūchá), which translates to "Inspector-General of the Northeast," referencing the clique's leadership. The central charge is a stylized outline of a traditional Qing official's hat (guan), further asserting its claim to regional governance, while additional characters are inscribed horizontally at the bottom.

This historical flag of the Fengtian Clique in the Chinese Civil War was used by the forces led by Marshal Zhang Zuolin and his son, Zhang Xueliang. The banner symbolized the clique's vast military and political autonomy, distinguishing it from other factions vying for control of the Republic of China. It served as a potent symbol of regional power in Manchuria until the Northeast Flag Replacement incident in 1928, when Zhang Xueliang declared allegiance to the Nationalist government in Nanjing, effectively ending the clique's independence and retiring this banner in favor of the Nationalist flag.
